In the 1939 register my mother aged 17 was a packer in a tobacco factory, does anyone know the name/location of such a factory. Her address was Oldershaw Rd.

Could be the old Lambert & Butler factory in Clerkenwell?
It became part of Imperial Tobacco in 1901.
Founded in St John Street in 1834, they moved to Drury Lane in 1836.

Looking at the long list of Tobacco Manufacturers in the 1938 London PO Directory, there were a number of tobacco factories in the Islington area, and more (accessible by bus or tube) elsewhere in the London area.

Carreras had a factory in Mornington Crescent.

Apparently Warner Street became Oldershaw Road, then the area was cleared possibly in the 60s. See map here for location:

I can’t see any tobacco related businesses in the near vicinity, but as others have suggested, she may have walked or used public transport to travel further afield.
