The hair on the right is throwing me off - is it a wig because her face looks young.

Nose, eyes and lie of mouth  in a similar shaped face. I think it is likely to be the same. I'm sure someone will do an overlay that should show the match more clearly.

They look like the same person to me.

I have absolutely no idea if it’s a wig I personally think it does look like one. Maybe it was just for the photos purpose.  :-\
