James is not at 42 Drygate Street, Dalserf or anywhere in Dalserf by 1895 (Valuation Rolls) as a Tenant/Occupier but could be in lodgings there not listed on VRs?
What was his occ. as he may have been working elsewhere i.e. out of Dalserf?
Is it possible he moved in with or closeby one of his children elsewhere?
Where were his children in 1891?
