Why not post Palonia's birth certificate as well?
Never trust anything you find online (especially submitted trees and transcriptions on Ancestry, MyHeritage, FindMyPast and other commercial web sites) unless it's an image of an original document - and even then be wary because errors can and do occur.

Well, given that the parents in the 1911 census are Andrius and Katorina, and Andrius and something like Kate on Palonia's birth certificate, and that the maiden surname of Palonia's mother is Jablonskutie and the maiden name of Andrius' wife is Katrina Yablonskiute, I reckon that is indeed Juozas' little sister. (I assume that the 1911 census says that Palonia was born in Scotland?) I wouldn't worry too much about the -wicz- bit in the middle, which is the Slavonic equivalent of 'Mac' in a Scottish name.

see that is the bit that confused me i thought due to the different surname they were unrelated i have attached the 1911 and it does say born in Scotland

I suspect that in Lithuania Andrius' full surname would be Linkevičius, but it got mangled a bit in Scotland, first to Linkewiczius, and then eventually to Linkas.

-vič- in Lithuanian is the same as -wicz in Polish and -вич in Russian, all pronounced '-vitch-' and meaning 'son of'.

That makes sense Forfarian, when i looked at Palonia's birth I noticed  Linke at the start of her surname. I guess it would have been easier to adopt a shorter name or a different name altogether.  For example i noticed three of Josef Linkas kids adopted the name Lennox and changed there first names to Helen, Susan and Catherine
