The registers for Witney/Hailey are on Ancestry - if you don't subscribe I'm sure your local library has free access. As Carol mentioned, before the 1790s Hailey baptisms are included in those of St Mary, Witney, usually at the end of each year under a separate heading so they can be easily identified. It is worth checking St Marys itself though as the township of Hailey extended as far as West End and Woodgreen, which are far closer to that church than to the chapel at Hailey
