Can anyone tell me what the code FA/130276 means on the 1939 Register? It was next to the entry for my father Brian Raistrick from Shipley, Yorkshire born 1933.

I see that it is on the right hand side of the book.  This was used by the NHS for their purposes.  It may well be his NHS number.
