I wasn't looking at anything in particular.  It was an example  :) :)
Transcriptions and NBI are merely finding aids.  They are NOT a substitute for original record entries.

Martin,

I have found, for example, folio 51 page 18, or folio 23 page 4.
There's no rhyme or reason to it.  Someone at the P.R.O. must have had a perverted sense of humour.

Have you looked at the image?  Come on, give us the full details so that we can look for ourselves.

It’s nothing to do with the PRO, it’s simply the way they decided to set up the census page numbering in the first place.

Well it's still perverse, sez I.

And those folio numbers appear to have been stamped on afterwards, not printed with the forms.  That's presumably why they bleed through to the other side.

It is odd.  I would expect perhaps a couple of lead-in pages, Folios 1 & 2, then Folio 3 for pages 1 & 2 proper then Folio 4 for 33 & 4 etc.  But I'm a mathematician.

I've just had a look on Ancestry. Class: RG13; Piece: 3555. The first Folio is no. 101 which appears to be the enumerators details and schedule/route.
The next image Ancestry show is 104, page 1 of the census list, page 3 has the no 105 etc., etc
What was on Folio 102/3 I have no idea. possibly instructions for enumerator on doing his duties.

cracked it I think.
just looked at RG13/3552

Wigan  - district 1
The enumerators page has the folio no. 2, the first list page 1 has  5, page 3 has 6 etc. etc. until the final page 43 has 26. then comes district 2
the enumerators page has 27, page 1 of the list has 30, page 3 has 31 etc. until the last page 49 has 54.
District 3 enumerators page has 55, page 1 of the list has 58, page 3 has 59 etc.

What I think this shows is that the folio numbers were added at the time all the district returns had been collated for that Parliamentary Borough.

The page numbers re-start with each district.

EDIT:- Ahhh! Then they go and partially ruin that idea when they get to District 8 it has the ref RG13/3553 and the renumbering starts again, maybe it is a second book for Wigan, which does have 51 Districts so they must have numerous books hence the piece no. change.

So the folio numbers refer to each leaf within each book which covers several districts and each book is given a piece number.

That is my supposition/theory.
