The writing is rather loose.

Whether a Grand Jury was involved or not I can't say. You would need to know more about the legal system under which they were tried. It may (I stress may) just mean that a local magistrate had committed them to trial.
All the definitions I can find refer to modern American usage, hence the Grand Jury reference.
