I've already had a go at this, not very successfully. Handwriting is dreadful.
I, like Heywood assumed it was Clonmel, Tipperary. (Clonmel had a permanent military presence from 1805.)
Started off badly as i couldn't read the words at top of page. Then got a bit better:
"I certify that John Marlow of ____ ____ ____ ____ and Hanna (?) (or Nora?) Riordan of ____ ___ the town (?) of Clonmell _____ ______ married in the Parish Church of s'd (?) town (?) by Banns this 9 (?) day of _______ (August?) by me (?)
