I have a Sgt E McHUGH HM 2nd btn ES Regt. married 1881 Dinapore, India.  Anyone any idea as to what the HM 2nd btn ES Regt refers to?

2 Battalion East Surrey Regiment, at a guess.

The marriage register records his name as William Edward McHugh.

ShaunJ's guess is right.  2nd Battalion East Surrey Regiment formed that year from the 31st Foot and the 70th Foot.  The 2nd Bn was the 70th (Surrey) Foot element.  Their 1st Battalion was in Ireland.  (Source - Military Gazette Stations of the Army).
