Frank was Frank Hubert Laws - born 13 December 1895 Eagle Harbor Michigan according to his WW2 Draft  (1942) - 15358 Blackstone Detroit Wayne Michigan. Name and address of person who would always know him Ross Rikard 15331 Trinity. Employer Burroughs adding machine.

Rikard was the surname of Rose nee laws Rikard hubby.

1940 census shows the couple with 2 daughters. Ancestry have this under surname "Lows"
