From previous thread it looks as though reg light start BI rather than B1- but it seems from what you posted there you might only be guessing that it's a Monaghan registration?

Details on Ireland Registraton Codes is here:
https://en.wikipedia.org/wiki/Vehicle_registration_plates_of_the_Republic_of_Ireland#Pre-1987_mark_codes

The 2-letter prefix IP was issued for Kilkenny.
Monaghan used BI codes from 1903 until 1961.

It was suggested that the registration might actually be BI 1552, which would be consistent with Co. Monaghan. The BI series was used from 1903 to 1961, but I don't know if there'd be any information to help to narrow that down at all.

However, this picture is rather small. Is there any chance you could do a bigger copy of it, please - ideally around 600 pixels wide would be good. Some of us are getting on a bit and our eyes need all the help they can get!

I'm not sure whether you are looking to identify the model of car or not, but if so...

I think it might be a Ford V8 of around 1938, but not of US build.  Most 1938 Ford V8s shown in photos have the headlights built into the fairings between the mudguard and body and straight bumpers.

However, the odd photo shows headlights above the fairings and a bent bumper to clear the hole for the starting crank.  These seem to be of Continental build.  I think Ford V8s were built in England but haven't been able to find a photo which is definitely of a UK built car.

I was looking at Ford too, but later ones, and didn't find any that looked quite right. But I think you may be right on the V8 - another picture here:
