re Sands, Perhaps I have misunderstood your quest, but those Sands Directories from about 1900s to about 1930s should be giving you NSW Country listings, not just Sydney (City and Metro).
For example,
http://cdn.cityofsydney.nsw.gov.au/learn/history/archives/sands/1920-1924/1920-part1.pdfThere's an image reads
Sands Sydney Suburban and Country Directory for 1920
and
http://cdn.cityofsydney.nsw.gov.au/learn/history/archives/sands/1930-1933/1930-part1.pdfand an image there reads
Sands New South Wales Directory 1930
comprising, amongst other information, City Street, Suburban, Alphabetical, Sydney Trades and Professional, Country Towns (including Famers and Graziers), Country Trades and Professional, Pastoral (Including Postal Towns and Localities), Public Watering Places, Educational, Governmental, Parliamentary, and Miscellaneous Lists.
