No - prior to 1927 it was informal arrangements between family/friends etc

He was not her biological father and unrelated to her so nothing illegal when he married her.

Presume she was his wifes daughter from an earlier marriage/relationship?

That would make her his step daughter rather than adopted daughter and as Stan said, illegal. If however she was no relation, it was probably okay, especially as at that time there was no formal adoption.

Beatrice Mary wingate born Ledbury 1887, no mothers maiden name shown, so maybe she was an informal adoption.

Did john Barnett marry a cousin Louisa Barnett.

If John's wife Louisa's maiden name was Barnett, then Beatrice was nothing to do with Louisa.

As I said in my earlier post, Beatrice's baptism shows a mother called Sarah Wingate.  You may wish to consider obtaining Beatrice's birth certificate to see who is actually mentioned on it.

I'm getting a tad confused with John Barnett

On the 1901 census he is a widower with two sons Arthur b.1892 and Charles b. 1898.  Also with him are Beatrice Wingate, Esther Baldwin and her children.  Esther is described as Mother in Law.

The GRO reveals that Arthur and Charles's mother's maiden name is Baldwin.

This would imply that John married a Baldwin.

I have traced Louisa Jane Baldwin birth registered March Quarter 1862 Ledbury 6a 440, to the 1871 census with parents Esther and James.  Esther is the same one who appears in 1901 with John Barnett.

However I cannot seem to find a marriage of Louisa Baldwin to a Barnett.  There is of course the 1885 marriage of John to Louisa both with the surname of Barnett.

I see that Louisa dies in 1900 aged 39.

I've just found a baptism for Arthur John Barnett on 17 April 1892, parents John and Louisa Jane Barnett, residence Colwall.

So how did Louisa acquire the surname Barnett  ???  ???
