The William Cook who married Tabitha Reynolds at St Stephens 1754 by license, BOTH were of INTWOOD Norfolk, not Wymondham.

A copy of the license may be useful. Otherwise check the records of Intwood Norfolk.

Notes Tabitha Reynolds may have been baptized at Wymondham 2 June 1723 daughter of Peter and
Elizabeth.

Indeed Tabitha was baptised at Wymondham on 2 June 1723 and her parents were Peter Reynolds and Elizabeth RICHARDSON.
How would I get a copy of the Licence; not a member of Norfolk FH Society. Would it be through Registrar of Births and Deaths?

I checked the index of records at the NRO and didn't see it listed, however it doesn't hurt to ask I've found them to be very helpful.
They may have more information that is not listed in the index.
