I did the same! The commission of this Thomas Fuller 11 Feb 17 is in the LG

https://www.thegazette.co.uk/London/issue/30609/supplement/4092All in all, my thought is that the London Regt/RWK man is another chap and that his card is a monumental c*** up by the clerks who have put bits of the Kent Cyclist man's record on the same card and then taken a red pen to some of it. Equally, some of the entries on the Cyclist's card look as if they belong to the other one! Clincher perhaps is that both cards have an address on the lower part and they are different.
Intrigued by the "IGS Afgn (presumably Afghanistan) 1919, (Indian Government Service???) again presumably the Cyclist.
As always, it would be the record that gives the true answer but I offer the thoughts for your delectation and delight.
