Am I in the right place to ask if anyone could identify a WW11 uniform?

Not much to go on and he isn't wearing any hat/cap. There is a notice board behind them but all I can see is Civic notices only. It's an old family photo but we have no idea who it is so trying to identify anything in the photo that may help, bit of a non-starter?

First thought is that it is earlier than the Second War.  Do you have any other possible clues?  A wedding date perhaps?  See what John915 thinks.

Old family photo, we have no idea who it is or where, thought I'd try uniform ID first as it seems to be the only clue, I think the notice board is unreadable too
