In searching for a birth for Amelia using the surnames Whitehouse, Collins and Rogers the one that stands out is

Amelia Louisa Rogers Jan - Mar 1873 Bethnal Green (no mother's maiden name recorded in the gro index).

There is also this marriage St John the Baptist Islington

James Middleton 24 portmanteau maker
Amelia Louisa Rogers 24 (father given as William Charles Rogers - labourer)

I note that a James Middelton was one of the witnesses of the marriage of Charles Edward Whitehouse. (Also that Amelia's occupation in the 1891 census is given as bag liner).

This might well be Joshua, Louisa and Amelia in 1881 living at 38, Newport Street, Lambeth, although they are just listed by initials and the daughters initial is just a squiggle on the census image

J Whitehouse Head 28 Printer St Clement, Middlesex,
L Whitehouse Wife 24 Whitehapel    
M Whitehouse Daughter 7 Whitechapel

The census ties in to the marriage in 1879 Lambeth that Millmoor found
