In 1861, there is a William and Fanny Marshal in Kensington, with a daughter, Elizabeth, age 5. However, the image looks more like Marskell. The only problem is that there are two children who don't fit -

Bucks Herald 18 January 1868:
Fanny Marskell commited to prison for vagrancy - 14 days
In 1870, a Fanny Marskell married a William Howell, which is not too different from Howard.
