What else do you know about him? Did he marry? If so, you will need to get his marriage certificate to get his father's name and go from there.

There are quite a few Thomas Jameses in the area at the time (none appear to have a middle name of Vernon).

There is a death record for a Thomas Vernon James in Pontypridd reg district in the March quarter of 1975, but his date of birth is recorded as 3 June 1888.

The only Thomas Vernon James I can find is the one born 1888.

Catherine Hopkins 1865 Tonypandy  Married June Qtr 1883

I have Thomas Vernon James in my family tree.  As someone has already posted his parents are Philip James and Catherine Hopkins.  Philip's parents - Edward James and Elizabeth Phillips. 

I have more information that I would be happy to share if you think this is the Thomas Vernon James you are looking for.
