Yes, given the district is Stratton it is reasonable to assume this is Lilian Maude.
I would hope the Guardians' notes of the time would reflect this (that the fields were fostering her)
My grandmother went to 2 foster families, as the first one didn't work out, and all this is noted down, so there's a fair chance there will be some info on her.
The trick is now to try and trace her - I found Alice, her sister at 24 but nothing after (Alice wasn't fostered, but led the life of a servant girl) but how to find them when they reach the age of maturity is the challenge - I have a lead with Alice as I have the name of the rector who owned the house and the "lady of independent means and the young school mistress who also lived there - very Pride and Prejudice isn't it?........Church records may have info on the house itself.
I will try Lilian in the 1911 census as well and also try and trace the 'foster" parents relatives - I have done this with my grandmother so its possible I can do this with Lilian also.
