The deckchair appears to be sitting on concrete and not sand or pebbles.

Ok... I know this is a bit tenuous to say the least but....
The OP's grandmother lived in Deptford. One of the favourite holiday resorts for the area would have been Margate.
Now.. if you were an architect tasked with designing a new sea wall that was 'in keeping' with the old one, maybe you might come up with something like THIS

Or maybe not ??? Who knows.

I like you're thinking to be honest, I think it's completely plausible.

Hi

"can you see the material hanging down ?"

It's a "matching top" for her dress, hanging upside-down?

Ray,

Not the jacket on the deck chair, but the material hanging above it at the top of the picture, and next to the "pole" ;D

Are there white letters on it? <something> E X?
Maybe Sussex or Essex?

Hi,
I know nothing about places in the UK, but I did change the image into a negative and then reversed it - it looks like there is an imprint of writing in the space under the vacant chair. Is there nothing on the back of the picture that might help the experts?

Cheers,

We lived in South East London , Margate was my best guess. I've not got the original photo so can't really add any further info, there may be writing on the reverse but the original is long since lost.
