Possibly  Torquay  or even Falmouth.

We need to have  feedback from the original poster,  and possibly more photographs  of her mum on holiday.

Can some photo expert try to   darken  the colour on the empty deckchair   to see if it has got the initials of the town council on it   please?

It's not a label SB it's dirt on the photo....I wondered if it could be a telescope or some other viewing device to look out to sea.

It fact it could be almost anywhere, so no point just guessing unless we can find proof. We do need more background information from the OP - where did she lived, did they have a car as that would mean it could be further away, but most helpful, as previously said, would be any more photos taken at the same time.

I  see it now,   part of a flag  hanging down.

It could be an  RNLI    flag   at a Lifeboat station.   Therefore it could possibly Poole   HQ   of RNLI ...  just a shot in the dark.

Absolutely not the RNLI flag! ;D

The RNLI flag is essentially a white flag, with a red St George's cross fimbriated (edged) in blue, and the initials R N L I in the 4 quarters.

If the sitter has the sea behind her, it can't be the south coast, as the shadows are going the wrong way.

The OP suggested south coast or south east.

I don't know ???

She could be on the seaward side of a wall?

Or on the landward facing wall of a north facing beach?
Margate perhaps? Herne Bay? Whitstable? Cowes or Ryde, Isle of Wight?

That's what I was thinking - wall, promenade, beach so she is sitting facing the sea.
