Passport info England 1859 where to go

I have a passport number 21175 issued to William FRY in England in January 1859 - where can I go to find more information on this please? Any ideas appreciated

Below is a link to the National Archives about historical passports.  I get the impression that you won't find much in the way of information about his passport.
