But accidentally come across the Qualifying address for John Lionel Hood to Vote and it was not Newcastle nor Gateshead, but Dipton.
Dipton was near Collierley and found by chance, someone had posted a brief 19th Century history of Collierley online, Surtees seems to be one of the Landowners there.
Some bits about the surnames of Hood, Surtees, Scott and Lambton noted down here.
(I had forgotten, about the 1779 Elisabeth Lambton witness at the John Hood = Elisabeth Gibson, marriage).

We had looked at some of the Hood of Newcastle upon Tyne in the past.
3rd Add:
I managed to find some information about John Scott linked to the Surtees (mentioned in the link) and it was not the same John Scott, Waterman, marrying Eleanor Hood, Wid'w in 1775, Chapelry of All Saints, Newcastle upon Tyne.

On the Bond it was claimed to say Anty Surtees of Medom her Father
Medom - Medomsley.
