When I was involved in sorting out someone's estate and applied for probate ( this was about 1996) myself and the other executor chose the probate office to attend. We chose one that suited us and involved the shortest distance for us both to drive to rather than the one nearest to where the person who had died lived. In our case the probate office as about 100 miles from where the person, whose estate we were sorting out, had lived.

It doesn't matter where they lived, most major towns have a local Probate Office for you to attend, but the Probate comes under the main office for the area. For example, I took the oath and signed for probate at the office at the County Court in Bournemouth, Dorset, but the probate comes under Winchester, Hampshire.

Here's a link to the HMCTS site which explains about wills if you are the next of kin or executor applying to probate someone's will

https://www.gov.uk/wills-probate-inheritance/overview

It will give an overview as to what happens

Here's a link also from HMCTS but on their 'apply for a copy will' section whcih explains what you are seeing when you search for a will

https://probatesearch.service.gov.uk/Support/Help

Hope these help

Before you apply for the document PLEASE make sure that the entry is for a Probate (where there is a will) and not an Administration where there is no will.
