I do not comprehend what is surrounding these names. 
I don't fully understand it either, but I've managed to make out that it's to do with an
escheat, which was administered by an escheator (Latin - escaetor). This is when someone died intestate, and their land reverted to the lord of the manor (or the Crown).
I think it's saying that the long list of people named here testified that a long time before his death, the deceased had held a house and land under a feudal lord.
Someone may be along to correct my terminology and/or interpretation...
