FRENCH census

Is there a way of looking up a name/date/address/area where someone was living in France between 1911 and the end of the war years, say to 1920.
I am searching for William Charles Otter, born approximately in 1888, who went to live in France with a woman, possibly French, although he had a wife and child in England. He returned to his wife at some point at the end of the war and had two more children. He was about 3 years in France. Could he have had a child with this woman, and if so, is it possible to find out?

Dear Lily White,
French census have been written for each city / town / village, every 5 years, except during World Wars I and II, off course. So, regarding the period of time you are interested in, census of year 1911 could be useful, and maybe the 1921 census as well. Depending the geographical area you are looking for, census may be available online, from the Archives Départementales web site. Do you have an idea where William Charles Otter lived in France ?
