Yes, birth, marriage and death certificates are issued by and recorded by the states.  Deaths of those who have a social security number [pretty much all adults] appear in the national Social Security Death Index.
Wiltshire:  Banks, Taylor
Somerset:  Duddridge, Richards, Barnard, Pillinger
Gloucestershire:  Barnard, Marsh, Crossman
Bristol:  Banks, Duddridge, Barnard
Down:  Ennis, McGee
Wicklow:  Chapman, Pepper
Wigtownshire:  Logan, Conning
Wisconsin:  Ennis, Chapman, Logan, Ware
Maine:  Ware, Mitchell, Tarr, Davis

Surely ALL States have births and deaths registered by the State but Marriages by the County?

No, that's not the case everywhere.  For example, New York City handles its own vital records.  Where you can find vital records also depends on the time frame.  This site seems to give a good overview of vital records by state/location.  https://familysearch.org/wiki/en/United_States_Vital_Records

Found a marriage of Arnadia walker to Frank Allison in 1934 Davidson Tennessee .So it looks like when Leon Allison born in 1931 they not married. May have been too young but could mean Frank Allison not his father
