I reckon I've worked out who Phil is based on surnames mentioned in his posts & him being being born Biggleswade RD in Sept 1938, & using mother's maiden name determined his parents married Hitchin in Sept 1937...... & thus in 1939 they are in Letchworth.... so not in Henlow
