I stand to be corrected, but don't know that they have as comprehensive an index as the thread title implies, and I didn't have the temerity to ask. I looked at a number of registers, but by no means all, there and at home without finding any Hugginses. Farnborough was a large regional hospital with a wide catchment area and it would narrow the search down a bit to know where she was living in 1939.
Many 20th century registers are still held by individual Churches and/or have not been transcribed. Of course, by 1939 most burials were in municipal cemeteries rather than churchyards. I looked at the Bromley Burial Board record for the end of 1939, but no Huggins or Howlett is named (most entries give just the person who purchased the grave; any other surnames I should look for?). But perhaps she was buried in an already-existing family grave, which may, of course, not even be in the Bromley area.
I await more clues.
