Also note:
 if you have ever purchased a start up voucher which comes with it's own unique username and password, the freebie applies to these too.
I buy them often  and got my free 20 credits on every one of them !

Scotland's People isn't a subscription site, you register and buy credits, so I would register and see if you can take up the offer, (not sure how long the offer is valid).
