It is probably 'Cotton Loomer'. In the 1881 census you can search for occupations and there no such occupation as 'Cotton Ironer' but there are a number of Cotton Loomers.

Cotton Twiner
. Have a look at the rest of page to compare how capital letters
T
and
L
are written?

It could be Cotton Twiner, as you say it depends on how the enumerator wrote T or L. We need the census details to see the rest of the page.
