Age to marry?

I have been recently researching the Irish section of my family tree, when I came across a marriage record for my great-great grandfather. It states that he is "under-age" yet he would be 21/22. Could anyone explain why this would be? It would a great help, thank you.

So are you saying the age to marry in Ireland was 21?

you could marry under 21 - full age on a cert means 21 or over

Like Gretna Green, many Irish crossed to Port Patrick to marry where the age was/still is, 16.
