So, as that's your Thomas, then that's also his two sisters.  He has arrived at 16, as though an adult, and he had the ability to Read and Write.   Sarah was still in England in 1861 Census, but in Newcastle NSW with Emma by September 1864.   Not a huge timeframe to look again for her arrival .... she would likely be a single female, and should be listed under her surname of Parsons.   That is, unless she arrived as a wife ......
