Which uniform?

Hi
Please can someone tell me if this is a Merchant Navy or a Royal Navy uniform? 

I think it was MN but my father insists that as his stepfather was only a Donkeyman in the MN he would not have had a uniform.  Is this true?

If it is MN can someone point me in right the direction to identify the cap badge?

Looks like a Chief Petty Officer Royal Navy or RNR

The cap badge is a bit fuzzy but I don't see the small laurel of a CPO.  I suggest Petty Officer RN

Hi

As you think Royal Navy then this may apply to his time on HM Rescue Tugs which was 1942-1945.  I guess it was taken about 1945 as in the original picture are his children who would have been around 10 and 5 at the time.
I've never heard any mention of him being a Petty Officer though.
Unfortunately the original is fuzzy too so I can't make out the badge.

He could be CPO or PO Royal Naval Reserve or RN, he may have been on Tugs prior to the war and been a  reservist in RNR.

He was in the Merchant Navy from 1938 to 1960, only on HM Rescue Tugs between April 1942 and November 1945.  This is why I queried the uniform.

When was the Royal Fleet Auxiliary formed?

HM rescue tugs were perhaps manned by the Merchant Navy?
