No, John B. STEEL, (otherwise, John Bernard STEEL), was NOT born in New Zealand.
In my Reply # 3 here, I posted what I thought was probably his birth in New South Wales, Australia,

You have the Death Certificate for his father > John STEEL - saddler - died 31 July 1928 at Sydney, Spouse: Elizabeth Agnes RADCLIFF - Children: William J. (40), Henry C. (38) and John B. (36) -- Reference # NSW - 1928/12888 :
John STEEL (a.k.a. John Joseph STEEL) - d. 1928, Elizabeth Agnes STEEL - died 1893, and their grandson, Herbert John STEEL* - died 30 April 1932, are buried at Waverley Cemetery, Sydney.
[Note: * Herbert John STEEL was the son of John Bernard STEEL and Louise Evelyn STEEL, and brother of Joyce, as per his funeral notice published in "Sydney Morning Herald" - 2 May 1932. ]

I think it is highly unlikely that John Bernard STEEL and his father, John STEEL, have a connection to the "Jack (John) James STEEL" you are seeking.
