Certainly looks like a public building to me.  (i.e. notice board outside).

Not necessarily - it actually reminded me of the school I teach at which has the Victorian schoolmasters house incorporated into the rest of the school which has developed over the last 200 years or so.  (I hasten to add, that it isn't my school!!)

My first though was school as well. Is that a date on the wall between the two trees? I think if we could read the name on that notice board it might solve it.
