So. My answer is Town Hall  and New  Maternity and childrens services building built circa 1948 or 1949.

I don't think it's a Town Hall - gut feeling still says school. Have we found out what it says on the plaque - is it a date?

When I said 'where exactly', I meant in which town/city are the town hall and new health centre situated? Since you were so precise about their age and use I assumed you knew where they were

A small town  or borough,  or an Urban District Council.  would have a Town Hall such as this.

The garden was well maintained.

But the long building to the left hand side looks just like a sports hall for a school - I really don't think it looks officey at all.

And to me, the 'old building in the foreground' looks nothing like a town hall, but like a school masters house that became part of a school - but that is probably because that is what my school looks like!
