I think the photo was taken circa 1900.

Probably, the church no longer looks like that, but there probably is still a church on the site, although it may have been improved or extended.

I am searching in Crosby L23 or L22 Waterloo

What would be the significance  of the unusual base  for the gas light?

Probably a drinking trough for horses.  There was one in Lincoln like that.
Today I broke my personal record for most consecutive days alive.

It's the Catholic Church in Hitchin, Hertfordshire - corner of Nightingale Road and Grove Road.

According to this website the church was built in 1901, opened in January 1902, and the bell tower added around 1904.

"In 1904 a gallery was built at the west end of the church, increasing the seating capacity to about 150. A bell tower was added around the same time."
