The BC death record in 1973  says he had been in Canada for 5 years so he won't appear in the Passenger Lists going to or arriving in Canada.

If you use http://www.canada411.ca/ - you should be able to contact the son-in-law listed as the informant on the death certificate of Harold Franey.

Harold Franey was listed on the Canada Voters List 1968 living with his son-in-law (draughtsman)and wife  - 6490 Elgin Avenue Burnaby.  (will send you a pm with the names - )

There was a UK marriage for the daughter Miss Franey to the son-in-law listed on the death certificate - Derby - Registered December 1956 - 3 a 497.

Just been comparing this record again with the information I already have and it looks like the passenger list information may not be particularly accurate as the contact information for Florence is a "friend, D Cowell"  Cowell was Florence's maiden name and her father was David so "friend" should probably be "father".  Harold's return journey was to the same address adding weight to this.

Not unusual for slight error it saying friend instead of father Mr D Cowell -

Noticed a possible death for a Mary L Franey - aged 64 years - Registered June 1964 - Derby - 3a 308

Check UK Free BMD - There is a birth registered - Sept 1962 - Belper Derbyshire - 3a - 78 - for this couple.
