Surname and address help

I have found a US draft registration record for my ancestor Bernard Wren. I am having trouble with the details of his nearest relative listed on the card. It's Margaret ???? and the address I can make out Washington but can't work out whereabouts in the US this Washington is.
I'm hoping the Margaret is his sister and with her surname I can unlock some more detail about their family. Thanks.

The address is 12 Ellis Street, Washington. And I think it says D.C. at the end?

The initial letter of the surname matches the address on the line above? So is it a "G"?

It does look to me like "Washington Columbia DC".

That address looks so obvious now, especially when the county is read as columbia(thanks ShaunJ).

The surname I think must begin with G as yes the address above is Garfield Pl. and the letters look the same. So it does look like a surname beginning Gurt...  and most likely Gurtin.

Thanks again everyone. Time for me to start searching for Margaret Gurtin.
