The first line is partially cut off, but I think it says:

The 22nd October in the year <??> hundred and twenty-four in the community of Vlissingen, at nine o'clock in the evening, has died William Livingstone, 40 years old and born in  Arbroath, Scotland.

The rest is hard to read, but something about being a Mate of the English Barque "Good Island", captain Forbes, out of Arbroath.

N.B. Vlissingen is better known to English speakers as Flushing! ;D

Garrad (Suffolk, Essex, Somerset), Crocker (Somerset), Vanstone (Devon, Jersey), Sims (Wiltshire), Bridger (Kent)
