I wondered about Charlotte.
The Lockers seem to have relocated to Manchester area. There is a George with a son, John Wesley and I thought he was I W in census at first but found out he wasn't  :-\
There is also a Devon connection with the same family, I think.

It is a coincidence re name and place but nothing else yet. :(

Just looking at William Isaac Mansell born Chorlton RD (Ardwick sub district) in 1862.

William Mansell born around 1862 from Manchester is in the 1871 census in Bilston, Staffs with his grandmother Mary Lockett, and in 1881 with his aunt Caroline Skarratt. I don't see him after that.

I wondered if he was the Wolverhampton death in 1885 aged 23 yrs but it is quite a popular name.

There is a William Locker in prison in Kirkdale in 1851

The other William Isaac I had my eye on is William Isaac Edge who was born in Chorlton (sub-dist Hulme) in 3Q 1860.

I've just found this marriage on 30 August 1869 at St Andrew's Ancoats which adds a bit more interest to that one:

Benjamin Locker,21, bachelor, striker, 41 Buxton Street,  father William Locker, wireweaver;
Eliza Dorothy Edge, 23 , widow, 1 Baker Ct, father Enoch Barlow, fustian cutter

Hi everyone,

Thank you for all your responses. On the marriage certificate for William his father, William Locker is down as deceased and no occupation recorded. I have looked at the Benjamin Locker and Eliza D Edge line of enquiry as there was a William Isaac Edge born 1860 http://www.freebmd.org.uk/cgi/search.pl
but I still can't find him on the 1861, 1871 & 1881 censuses, and the father of William Isaac Edge I believe was George. And as I can't find him on any of these censuses with his mother Eliza I am unsure why he has taken the surname Locker?
