Can anyone help me with this uniform and idea of date.

First thought was nurses WWI but may be munitions workers.
Griffiths Llandogo, Mitcheltroy, Mon. and Whitchurch Here (Also Edwards),  18th C., Griffiths FoD 19th Century.

The website I gave the link to says that the badges were issued in 1916 and not worn afterwards
