Are there any free birth/baptism records for Waterford available for the early 1800s?

Family search have Irish Civil Registrations indexed - Births Deaths and Marriages free on this link
https://familysearch.org/search/collection/1408347
While the starting dates are 1845 for Civil Marriages and 1864 for births and deaths, they may hold some useful info for you. Ages at death are given so if for example a person is in a Death record aged 50 in 1864, you can work out an approximate birth date.
Hope this helps and good luck with the search.

All of Ireland's Catholic Church records will be free to view this summer when they go online , the National Library of Ireland are doing this.
