I've checked through the 1851 census for Benenden for a William Butler aged about 8, but the only one I could find was aged 13, born Sandhurst. He appears on successive censuses, as William Butler, marries a Mary and settles in Cranbrook. I also found William Forward, born 1828, on the census for Benenden, 1861, married to a Frances, so he also is accounted for. If there is anything else that I can try to find, on either the 1841 or 1851 census that you think might help solve this then please post again. Otherwise, it will remain a mystery, whether William Forward became William Butler for about 20 years, or whether they are two separate people.

I also have a BUTLER / FORWARD puzzle from Benenden. Anna Maria FORWARD b. Benenden 1813 Daughter of Edward and Judith FORWARD seems to have used the name BUTLER on a Hawkhurst filiation order dated 1832 where she claims Edward COGGER is the father of her male baby. I think your William might be Anna Maria's brother, see below:
