1602. [the townland of] Inishargie drawn as an island in 1602  Its reproduced as ‘detail of the Dartmouth Map25’ shows the Ards Pensinula and Inishargie as an island!  Source the ongoing website http://www.kircomchu.com/kircubbin.html#origin
1660.  The muster rolls for Co Antrim include about 12 Fowler, sometimes spelt Ffowler and even one Towler, one of the Fowler being in Belfast.  The County Down muster rolls exist at PRONI in the Hunter collection, but I am not sure if on line anywhere? 
My main information base is Ros Davies great Co Down website http://freepages.genealogy.rootsweb.ancestry.com/~rosdavies/ who apart from surnames has churches, maps, etc etc.  Her relevant townland map is listed as  BallywalterBallyhalbertInishargyTownlands.htm

The first two census substitutes I used are:-

Notes:-Griffiths Glastry is listed not under Inishargy but under St Andrews, Alias Ballyhalbert still with no Fowler mentioned.

As I found so few sources, I have put them together as a speculative tree I repeat it is a speculation. Surviving Church Records and other records should soon knock it into acceptable shape.

1.2.  Catherine Fowler. Helen doesn’t give further details on her tree
ancestryireland suggests a Catherine married 1830 an Archibald XXXXX  and had a son Robert

A STRANGE CASE.
Mr. R. J. CRAWLEY, solicitor, said he appeared on behalf of a man named Fowler, who had made a most extraordinary mistake, in reference to a contract. He had a contract on some part of the roads between Portaferry and Greyabbey, near Ardkeen, to cut down three hills and fill two hollows. Unfortunately, he commenced at the wrong end of the contract. (Laughter.) He cut two hills and filled two hollows and made a bridge which were not in his contract at all, and he afterwards fulfilled his own contract by cutting the hills named in his contract.
Mr. SMYTH agreed in all that Mr. Crawley had said, and he did not think there would be any objection offered if Fowler applied at next Road Sessions in Kirkcubbin for remuneration for the work he had done.
Mr. CRAWLEY said he would apply at the sessions, and the matter then dropped.
