Lead seal makers labourer

Whilst searching the 1911 census I found the occupation 'lead seal makers labourer' does anyone have any idea what it is?

It was very common in the nineteenth and early twentieth century to seal stoneware and glass ale bottle with lead "seals" wrapped around the top of the bottle:

Also known as lead capsules. The name of the brewer or bottler was often embossed in to the top.

Lead seals were used for all sorts of things, including  beer bottles. The post office used them also; http://www.bagseals.org/gallery/main.php?g2_itemId=3136
