In my youth in the early 1950s the local Corporation workmen used a handcart and pulled them around to various places to repair loose pavements, they always had a pile of sand on the cart plus a shovel/pick and a big wooden maul, other jobs was drain cleaning with long tongs with large semicircular cups on the end to pull out sludge from the drains, this was before the mechanised sludge gulper trucks.
Ages I would say mid to late 50s for man on left, mid 60s other man,he is also wearing clogs, could be pre or post ww2
